The draping of the charter was held during the January 2025 monthly meeting by Lewis L. Millett American Legion Post 38, South Korea, in memory of comrade Chris Via. Via was a former vice commander of Post 38 and a prominent Legion member. He spearheaded the annual Memorial Day ceremony at Yanghwajin Foreign Cemetery, Seoul, honoring the 27 U.S. veterans buried at the cemetery. As a soldier in the U.S. Army, Comrade Via served three tours in Vietnam, earning two Silver Star medals, three Bronze Star medals and two Purple Heart medals. Via dedicated his life to serving others by assisting young and old veterans. He visited hospitals, nursing homes and orphanages. As the Balloon Man, he brought joy to young and old making balloon animals. He made an impact on Post 38 but made a giant impact on countless people in South Korea.
